David Lewis is a Managing Director and Global Head of Anti-Money Laundering (AML) Advisory in the Investigations, Diligence and Compliance practice, based in Paris. David is an experienced organizational leader and a trusted advisor to government ministers and CEOs.

Prior to joining Kroll, David was the executive secretary of the Financial Action Task Force (FATF) and the G7 and G20 Deputy for FATF from 2015 to 2022. He led the FATF Secretariat in bringing to bear the combined expertise of more than 200 governments and 20 international organizations from the United Nations to the International Monetary Fund, the World Bank Group, Interpol, Europol and the Egmont Group of Financial Intelligence Units, to fight money laundering, financing of terrorism and proliferation of weapons of mass destruction. This included work to understand risks, trends and methods; develop global standards, guidance and best practice; and assess the compliance and effectiveness of action taken by the public and private sector across all jurisdictions. David was previously a senior UK government official, responsible for UK AML/CFT policy at HM Treasury, and for relationships and interaction with the private sector at the Serious Organised Crime Agency (now National Crime Agency).

David received the inaugural Financial Crime Fighter of the Year Award for 2021 from the Global Coalition to Fight Financial Crime for his outstanding leadership in the field of AML and counter terrorist financing. He received ACAMS Public Service Award for his longstanding commitment to the global anti-financial crime community, and he is an honorary member of the World Compliance Association.

David has an unrivalled understanding of what global standard-setters, such as the FATF and OECD, expect from national authorities and regulated businesses. He harnesses expertise from across Kroll to help clients meet current and future expectations.

David is currently leading projects for clients across Latin America, the Caribbean and Africa, supporting national authorities and regulated firms, improving criminal justice outcomes and independent, risk-based supervision, strengthening the integrity of national elections and tackling harmful tax practices.

David studied at Portsmouth and Cranfield universities. He is a board member of global non-profit organization Lawyers Without Borders, a senior associate fellow at the Centre for Finance & Security at RUSI, a fellow of the Royal Geographical Society, and an honorary lecturer at Cardiff University.

Kroll analyzed global data from 400 senior leaders across three continents to gain insights into the current financial crime landscape and learn how technology might stop the threat of economic, crypto and ESG crimes.

Key findings from the report include:

  • 69% of global respondents expect financial crime risks to increase over the next 12 months.
  • More than two-thirds of respondents plan to invest in technology to tackle the expected increase in financial crime.
  • More than half cite evolving technologies, digital currencies, data privacy and geopolitical tension as challenges posed to government in fighting financial crime.
  • 91% of respondents report using fraud monitoring tools to stay ahead of risk.
