Prior to joining Kroll, Taylor was an Associate Director at Blackrock Expert Services Group, which was acquired by Kroll in 2020. Before that, he worked for the government of Ontario, helping to delivery major transit projects, and acting as owner’s representative during the delivery and execution phase and leading the procurement of major projects with public-private partnership contracts.
Taylor’s earlier experience includes acting as an engineering design consultant, where he performed structural design for major commercial and residential projects and acting as a project manager to deliver major structural restoration projects. Nowadays, his long experience spans numerous complex projects, including airports, commercial developments, high-rise buildings, hospitals, rail facilities and transportation infrastructure. He has worked with multinational project teams within Canada, the U.S., the UK, and the Middle East. He has provided expert services on disputes related to contract terminations, extension of time claims, loss of productivity claims, and the valuation of variations and defects. His experience also includes dispute resolution methods such as international arbitration, mediation, and adjudication.
Taylor specializes in both delay and quantum analysis, where he advises clients on a range of construction and engineering project disputes. He is adept at evidence management, claims evaluation, and the forensic investigation of complex technical issues. Taylor has worked with project employers, contractors, and in-house legal counsel. He regularly works with international law firms and has been appointed as a quantum expert in international arbitration.
Taylor holds a B.Sc. in civil engineering from Queen’s University. He is a licensed professional engineer (P.Eng., Ontario) and a certified Project Management Professional (PMP®).
