Specializing in forensic delay analysis and strategic project advisory services, Noel has supported experts on programming, delay and disruption matters and the development of independent expert analysis in dispute resolution for projects in Europe, the Middle East, North Africa and Asia.
Prior to joining Kroll, Noel was an associate director at Blackrock Expert Services, which was acquired by Kroll in 2020.
His extensive experience includes a range of complex projects including airports, hospitals, power plants, oil and gas facilities, commercial buildings, residential developments, civil infrastructure, maritime infrastructure and shipbuilding.
Prior to becoming a delay expert, Noel was primarily involved in the design and construction management of commercial building projects and heavy civil engineering works with both principal contractors and international project management firms.
Noel has a bachelor’s degree in civil engineering from the University of Dundee and a M.S. in construction project management from Heriot-Watt University.
