He has worked for contractors, employers and sub-contractors on both public and private sector projects. His project experience includes contracts procured using a range of procurement options including traditional, design and build, target cost, turnkey and PPP/PFI. He has extensive experience of the Irish Public Works suite of contracts as well as FIDIC, NEC, ICE/IEI, RIAI and JCT contract forms.
He has provided independent reports on claim risk and quantum for public and private sector clients and has been appointed as an expert witness on multiple occasions. Instructions taken include referrals to mediation; conciliation, arbitration, adjudication; and litigation. He has given evidence under cross examination and concurrently (“hot-tubbing”) in arbitrations, statutory and non-statutory adjudications, and conciliations.
Mark has produced and maintained reference cost and unit rate databases for a number of Irish government agencies and is experienced in the identification and quantification of risk and the organisation and facilitation of risk management workshops.
He holds a postgraduate diploma in construction law and administration and an MSc with distinction in construction law and practice.
