With over 35 years in practice, Jay focuses on the unit, central, and local assessment of complex personal property for ad valorem tax purposes. His expertise spans various industries, including communications, technology, mining, industrial/manufacturing, renewable energy, and airlines.
Before joining Kroll, Jay worked in tax consulting at various firms, including some of the Big Four, as well as within the industry sector. He has designed and implemented tax planning strategies, managed compliance matters, and negotiated valuation reductions for some of the nation's largest asset-intensive firms. His specialization includes conducting Replacement Cost studies for companies affected by technological and economic changes and identifying and quantifying obsolescence and intangible asset adjustments.
Jay is a recognized speaker on property tax topics, having presented at various conferences and industry organizations throughout his career.
Jay holds a BBA from Georgia State University's J. Mack Robinson College of Business School of Accountancy.
